very nice work
her chest could need some more shading because it looks a little flet and her right armes anatomy looks a little wrong for me
but colors and lights are done really great and the composition seems very harmonic

Pros:

Technically very strong,gentle style with good attention to details

Cons:

First of all - concept. I can bet I've already seen about dozen winter fairies and this one doesn't look most original. But we all tend to paint banal things from time to time. So I'm just pointing out the obvious
I can smell poser - is it here too?
Maybe it because the pose and face expression seem to be very tense and unnatural - like some women dressed up in a fairy and playing the fairy.
Dress design needs more work,imo. Btw the folds of the scirt fall unnaturally too - try to use a reference next time

Overall opinion/feedback:

Overall weak concept with nice execution. Lacks nature feel. Not bad for a postcard I think..Keep working and bring some fresh ideas ^_-
